It's at the very end of Don't Stay. you know how the songs all link together? listen to don't stay and allow the player to flow right into SIB. you'll hear "four".

I think its just something they (maybe Mike) thought would be funny just add that altered voice. I also think Mike wanted to see if we remember what he said about the whole 4-3-2-1.
Yeah.. Thats what I thought - Maybe it's a sample from Reanimation? You know the whole "answering phone/interlude" tracks between songs..
its kinda like how @ the end of pts.of.athry on the reanimation has some of the in the end remix in it near the end then its starts in the next track. btw i thought that it mite be somtin they mite add 2 a dont stay video like @ the end they show them recording a a video shoot
