Possible to recreate Hahn's short sample from What I've Done?

I was wondering if anyone could recreate the sample from What I've Done that plays at some points at the song, I guess you could call it the short, synthetic scratching. Would it be possible for someone to make it?

it wasnt the same sound that he makes
but i know how to do that same scratch

I wish he hadn't play the song so loudly in the background though, I'm trying to get just the scratches.
