It's just that over a decade out nobody really gives a shit about Linkin Park anymore. Or even rock in general, if you crunch the numbers they do surprisingly well for a non rap or country act. At this point I doubt there's anything they would do that would make them multi-platinum anymore, people think that if they switch to EDM or some other trendy shit they'll be right back on top forgetting A Light That Never Comes was out at around the peak of wubstep and was actually sort of a bomb as far as LP singles go.
#36 in a global chart is not bad for an Hard Rock album like The Hunting Party. They're actually inbetween TWO albums that came out in 2013, but I feel you're focusing too much on release dates. The fact that they were #2 overall when THP debuted at number 3 and didn't really produce any big singles is a pretty impressive feat considering the band's declining album sales.
